Singapore - MICE Event Advisory Update as of 26 April 2022

UPDATED ADVISORY ON SAFE MANAGEMENT MEASURES FOR MICE EVENTS IN SINGAPORE

With effect from 26 April 2022, Singapore makes further progress towards living with COVID-19 with the latest relaxation of regulations on Safe Management Measures (SMMs) for *MICE Events. The information in this advisory supersedes that in previous advisories or statements.

The changes are:

  • MICE events with > 500 participants: Event Organisers and Event Venues (collectively, EOs) must ensure all participants are fully vaccinated. Vaccinated-differentiated SMMs (VDS) are not required for MICE events ≤ 500 participants.
  • VDS is required for all events with > 500 participants at any one time. Event organisers must conduct VDS checks:
  • The SafeEntry (Business) App can be used with both the TraceTogether App and Token.
  • The SafeEntry Gateway Box cannot be used for VDS checks.
  • No group size limit.
  • No event capacity limit
  • Mask-wearing will continue to be required for indoor settings, but will be optional in outdoor settings. However, we encourage individuals to exercise precaution (for example, wear their masks in crowded outdoor areas).
  • F&B served or consumed at events no longer need to be served in individual portions.

*MICE events refer to business-oriented events such as meetings, incentive travel, conferences and exhibitions arranged or held in the course of business

Singapore - MICE Event Advisory Update as of 29 March 2022

UPDATED ADVISORY ON SAFE MANAGEMENT MEASURES FOR MICE EVENTS IN SINGAPORE

With effect from 29 March 2022, Singapore makes further progress towards living with COVID-19 with the latest relaxation of regulations on Safe Management Measures (SMMs) for *MICE Events. The information in this advisory supersedes that in previous advisories or statements.

Some of the key changes to note are:

  • Event Organisers and Event Venues (collectively, EOs) no longer need to apply with the Singapore Tourism Board (STB) or the Ministry of Trade and Industry (MTI) to hold a MICE event.  (i.e. EOs may proceed to organise the MICE events and ensure all SMMs are met.)
  • For mask-off settings (e.g. during meals, amongst unmasked speakers), group size is increased up to 10 participants, provided that safe distancing of at least 1 metre between participants are observed.
  • Mask wearing remains mandatory indoors, but not in outdoor settings or where allowed at law (e.g. when engaging in strenuous physical exercise, eating, drinking, etc.).
  • Live performances are permitted.
  • Event capacity limit is now increased to 75% for events with targeted attendees of >1,000 participants at a time. venue capacity may be filled. Venue capacity refers to either 75% of the maximum number of individuals specified in the most recent approval under section 55 of the Fire Safety Act 1993, or 75% of the fixed seating for the Event Venue, whichever is the higher. 
  • The total capacity at any point in time will include all participants of the event, including exhibitors, media attending the event, speakers, participants' liaison officers, etc. EO staff and external service providers who are present at the event venue are included.

*MICE events refer to business-oriented events such as meetings, incentive travel, conferences and exhibitions arranged or held in the course of business.

Singapore - MICE Event Advisory Update as of 15 March 2022

UPDATED ADVISORY ON SAFE MANAGEMENT MEASURES FOR MICE EVENTS IN SINGAPORE

With effect from 15 March 2022, the Singapore government will implement streamlined Safe Management Measures (SMMs) as part of our transition to resilience, and to help organisers for *MICE events plan with these simplified measures.

The changes include:

1) Safe distancing between individuals or groups is encouraged but not required in all mask-on settings.

2) Mandatory safe distancing of at least 1 metre between groups of up to 5 participants for all mask-off settings e.g. during meals, unmasked speakers. 

3) No zoning requirements.

4) No distinction between seated events (e.g. conferences) and roaming events (e.g. trade shows)

5) Live performances, where incidental, will be permitted.

6) Event capacity limit: for targeted attendees of >1,000 participants at a time, up to 50% of the venue capacity may be filled.

 

*MICE events refer to business-oriented events such as meetings, conferences and exhibitions arranged or held in the course of business with more than 50 participants which are not held for individual consumers or for employees of a single business entity to attend. MICE events with 50 participants or less do not require MTI’s approval. Permitted enterprises may proceed to organise the event and adhere to the SMMs at the Workplace by the Ministry of Manpower. Events that are substantially social, recreational, political or religious in character, such as company D&Ds or gala dinners, do not fall within the MICE events contemplated here.

Singapore - Advisory Update on 1 January 2022

Updated Advisory For Mice Events In Singapore

On 1 January 2022, The Ministry of Trade and Industry (MTI) and Ministry of Manpower (MOM) announced the relaxation of measures for corporate events, yet another sign that Singapore is transitioning to living with Covid-19.

 

Event size limits

MICE or business events with 50 participants or less do not require Pre-Event Testing (PET) and MTI's approval but must adhere to the Safe Management Measures (SMMs).

 

MICE events where participants are predominantly seated or standing in a fixed position during the session. (e.g., Meetings, conferences, and conventions): Up to 1,000 fully vaccinated participants at a time with no consumption of meals or beverages; in zones of up to 100 participants with SMM.

 

Companies will also be allowed to hold work-related events for up to 1,000 fully vaccinated people with same guidelines as for MICE events above.

 

MICE Events (including business events) where participants are predominantly non-seated and moving about during the session. (e.g., Exhibitions, networking sessions): Up to 500 fully vaccinated participants at a time, per session in zones of up to 100 participants with SMM.

 

Mice or business events, where more interactions between participants are expected, will continue to require special approval from MTI.

Updated Advisory On Safe Management Measures For Mice Events In Singapore

On 6 August 2021, as Singapore transits towards COVID resilience, the Multi-Ministry Taskforce (MTF) announced easing of Safe Management Measures in two steps: the first will take effect from 10 August 2021 and the second is effective on 19 August 2021.

Event size limits

 

As of 19 August 2021:

MICE events with 50 participants or less do not require Pre-Event Testing (PET) and MTI's approval.

Events where participants are predominantly seated or standing in a fixed position during the session. (e.g. Meetings, conferences, and conventions): Up to 1,000 fully vaccinated participants at a time per session

Events where participants are predominantly non-seated and moving about during the session. (e.g. Exhibitions, networking sessions): Up to 500 fully vaccinated participants at a time, per session

Singapore - Advisory Update on 20 July 2021

Updated Advisory on Local Situation and Transition to Phase 2 (Heightened Alert)

On 20 July 2021, the Multi-Ministry Taskforce (MTF) announced further tightening community safe management measures by going back to Phase 2 (Heightened Alert). With effect from 22 July 2021 through 18 August 2021, the limit for in-person MICE event pilots will be capped at 100 pax with pre-event testing (PET) and up to 50 pax without PET for all (local and foreign) participants.

Updated Advisory on Local Situation and Transition to Phase 3 (Heightened Alert)

On 10 June 2021, the Multi-Ministry Taskforce (MTF) announced updated safe management measures to allow gradual re-opening to Phase 3 (Heightened Alert). With effect from 14 June 2021, the limit for in-person MICE event pilots will be increased from 100 to 250 pax with pre-event testing (PET) and up to 50 pax without PET for all (local and foreign) participants.

Singapore - Advisory Update on 14 May 2021

Updated Advisory on Local Situation and Heightened Alert to Minimise Transmission

The Multi-Ministry Taskforce (MTF) announced on 14 May 2021 that safe management measures will be tightened further to reduce the risk of community spread. MICE event pilots are capped at 100 attendees, and events with more than 50 participants will require pre-event testing (PET).
